Capcode problem

In my area most capcodes are 9 digits (003195234) PDW 3.1 knocks the the first two zero's off when rejecting or filtering messages making it impossible to reject or filter these capcodes. Back in 2011 i made Peter aware of this and he sent a version that fixed the problem. The computer that it was on has crashed. I was wondering if somebody could fix this problem via open source or could Peter send the modified 3.1 version again.  Thanks.

I've never come across capcodes with 9 digits before, do you know the reason they use 9 instead of the usual 7?

In Florida it is the format they use.
